Dave, 

 

Try putting the reflector on a small milk crate or other non conductive box,
and aim the beam towards the sky.

Guy with some ropes to keep it standing more or less upright, pointed up.

 

A 40m beam just above the ground is nowhere near resonant where it might be
on your tower.
