Looks like a Tri-Ex HZN-471.  Model number  may vary due to being on a trailer.

 
You should see a name plate on the left side of the take up drum.

I contact the guys at Tashjiian Towers and they do not believe it is a 
Tri ex or they have not seen one like it.
