Seems like some of you guys won't do anything if you can't model it.
Just put in a good ground system, load up the tower and see what
happens. A 20' tall building is a tiny fraction of a wavelength. I
have an aluminum sided garage about 20' from my inverted L. It
probably causes some reactance. I used a brass union to clamp on to
the siding and a copper strap below grade to my ground system so the
siding is part of the ground system. My feedpoint resistance dropped
2 or 3 ohms down to 11 ohms. Maybe you can do the same thing with the
roof but if it is flat, it's not facing the wave front so it may not
matter much.
