I helped put a new one together many years ago. It was a well built
antenna, but, depending on where and how it was installed, it could have
corroded somewhere.

Looking at the instructions, it appears that there are things that might go
wrong.

1. You're measuring the antenna in a cluttered environment - get it up and
away before assuming anything. This sounds like a 12M dipole.
2. Any element bonded together with a nut should be disassembled,
checked/remediated for corrosion and reassembled. This is a big antenna
that takes a lot of work.. but if it is done right, it is done for decades.
