IMPORTANT!! Canada zone problem

Well, I implemented the CT9 CTY.DAT file and created a problem 
with Canadian zones.  If you use the U C command in post and
plug in a VE7 call, you find he is in zone 5!

The problem is the CTY.DAT file doesn't specify what zone a VE7
should be in.  I saw the long list of prefixes there and assumed
they were all covered.  Here is the Canadian list from CTY.DAT:
