FOC numbers

I have added routines to POST to load in FOC numbers from a simple
ASCII file (one entry per line, call, space and then FOC number).

Does someone have a file I can use for testing?  We can put it on
the ftp/bbs so everyone can have access.

The routine will also add callsign entries using the FOC number
with the callsign as the name if you want.
