Good question!
Looking over the source code - it appears whoever implement the
hour offset feature did so at the lowest level in the program.
This means that any reference to time/date will have the hour
offset factored in.
Therefore, I predict that reminders will be in UTC.
However, I would strongly suggest you make a quick test to verfiy
that my analysis is correct.
