The official rules of the JIDX contest, including log submittal info, can

In addition, the rules specify that you can send an e-mail to:
jidx-info@ne.nal.go.jp
with the following command in the body of the e-mail: #get jidxelog.eng
This will return electronic log submittal instructions.
