I don't think that there really is a dom file for the IARU. The HQ mults
probably change too much year after year. Usually, someone puts together a
list of the known HQ stations participating each year right before the
contest, and you could make up a dom file from those if you wanted.
I have attached a HQ station dom file from 2005, at least I think it's from
then...
