[WriteLog] Russian DX contest--anybody have a modified CTY.DAT?

I received an email saying there exists a "CTY.DAT" file that has the
Russian oblasts in it instead of DXCC countries (so it could be used to
convert a call sign to a oblast). But I haven't been able to locate such a
file. If anyone knows where this can be obtained, let me know.

I have found the necessary information here:
http://www.sk3bg.se/contest/russdxc.htm, but I would like to save the work
of creating the CTY file itelf.
