Sounds like a bug in Writelog. All Asiatic Russians should default to
Zone 17 unless otherwise noted.
The only ones that are a problem are [UA]9S and [UA]9W stations. They are
each listed twice in the country file with two different zones (16 and
17), so Writelog does the right thing and ignores them. If there are
others, please let Wayne know ASAP. I'll fix this in the next release.
UA9I is also a problem. It's listed twice, but zone is the same both
times. Will fix this also.
