[WriteLog] OT - LPT Strobe - How to stop in XP?

Thanks for the OT request but I am out of answers.
I am trying to control a DDS chip on LPT1: using XP.
Problem is something is polling the port reading it every 2 seconds +/-
Strobe pin 1 is going low  then high.

Frustrated, 

any help is appreciated
