You did not look far enough. There are two sets of Shift Fkey options in
Keyboard Shortcuts. The first are for CW. The second set adds "ph" to the
functional description.

F keys won't play the .wav files. The regular (non-Shifted) SSB message
files play fine.
No need for on-the-fly recording here so I'm a bit stumped.
