Figured it out.  Went to a DOS window to the directory with cqm.dll in  it 
and ran regsvr32.  things work great now

One correction to the directions - you must  put in the path to *your* 
Program folder in WriteLog. You have in your note  here as C:\Program 
Files\WriteLog\Program, etc. 

Many people have  WriteLog installed under C:\ham\WriteLog\Program, etc.

So, the  command, then the path to *your* WriteLog Program folder is the way 
to run  it.

Works fine, by the way. The module shows up after all of the CQ  contests in 
the WriteLog listings when it comes up. I've wanted a module for  CQ-M for a 
long time and am very happy to see it now available.
