If you are configuring Telnet, you should not be trying to connect to the 
Internet Logbook. I assume you are using Telnet to access Packet spots from a 
cluster.
 
To do that, click on 'Window,' then Packet Window.
 
At this point, a new window will open called 'WriteLog Packet Terminal.'
 
In the WriteLog Packet Terminal window, click on 'File' and select 'Telnet.' 
This will produce a dialog box and you can enter in the IP address and port for 
the cluster to which you hope to telnet to.
