When you see the cursor change to the little cross and a small rectangle
box, left click on the mouse and drag the window to a new location. If you
drag it out of the main WL window and release it, it will become like a
normal window on the desktop that can be resized or moved by clicking in the
top bar and dragging. If you want to relocate it within the main WL window
just click and drag. If you want it on the main WL window but not docked to
the window, do Shift+Left Click and drag.
