It's the way most install packages are defined.  The default is the Program
Files directory on the disk that Windows was installed on.  It's the default
way a new installation package gets configured when it's created by a
development platform like Microsoft Visual Studio.  I know, I've just started
creating installable programs in the last week.

I install all my ham stuff on E:\.  I try *not* to install programs on the C:\
drive, just the operating system.  This allows me to do a clean install without
losing most of my data.

I think there is a registry tweak you can do to change the default "C:\Program
Files" to something else.  I've had mixed results with it.
