[WriteLog] FL QSO Party SETUP SCREEN

This screen is not appearing and therefore mobiles can not change counties as 
handily as for example as one could in the Georgia QSOP...

I am not sure what I am don't wrong with setting this up for a mobile operation 
in 
multiple counties.
