[WriteLog] DXCCWAE.dat file

I did an update of the WL_CTY.DAT files using the Writelog Utility. I am now 
getting the following error when I open Writelog "Can't open DXCC Data base 
file DXCCWAE.DAT" and so Writelog won't recognize any mults or countries.

I found old references to this in the archives, but no real resolution other 
than it seemed that AD1C changed something one time.

Any one have any guidance?
