[WriteLog] CW Cut Numbers

Try as I may I have so far been unable to get WriteLog to send cut numbers.
I am familiar with [Cut Numbers] in the writelog.ini file and have tried
0=t, 0=T, t=0, and T=0. In set up CW messages I've tried %3, and %N3. No
joy. Zero still sends as five dahs. What have I missed?
