[WriteLog] XE RTTY Contest Cabrillo file

I didn't remember this from previous years, but WriteLog does not output
Cabrillo for this contest.

You have to use ADIF2CABR by SP7DQR to create a Cabrillo file. If you are
unsure how to do this, I am in the process of writing a tutorial on it. But
I may not finish it today.
