I solved this problem that has been plaguing this computer for several years.

As Bruce, W1CSM, suggested it indeed had to do with file permissions on the six DAT files whose names are in CAPS (CQZONE.DAT etc).

Unlike all the other files in the Program Data\Writelog folder these six files somehow had "Everyone", "SYSTEM" and "Administrator" as users with only Read permission but did not have "Jerry" with Write permissions

So when Writelog, running under user=Jerry, downloads the wl_cty.zip and tries to extract the files, the first of the six files could not write and the function files.

After trying to gain ownership and add a new user for "Jerry" I realized that the easiest thing to do was to just delete these six files and let the zip extraction re-write them. This worked.

I think the new web download has gotten past the "download failure" of before unless I logged in as Admin.

Again thanks to everyone for the clues that got me on the proper track.

Now on to the other long standing issue I have with MMTTY.

As for my Win 10 setup the current wl_cty.dat file is located in
C:\ProgramData\WriteLog.  I looked in the file and the VERSION is for
Peter I Island, so that is the last one the File/Web Update Country
Files... routine downloaded and converted into the format WL uses.  I'm
not sure where that converted file resides on any system.

That is the function I am saying DOES NOT work on this strange computer.
It works fine on my other computers.

There is something strange going on with folder/file permissions I
think. I did not get a change to recreate the Writelog folder today.
Will try that tomorrow.

Does any one know which file actually contains the "version name"? Even
with the new files in the Writelog folder I am still getting "Cape
Verde" which was the last one I went through the "Change user to Admin
and then run "Convert CTY to Writelog" kludge. Does something get
transferred from a CTY file into a Writelog file??? Or????

want to use.

I have spent the better part of the afternoon trying to figure out why
WriteLog (v 11.32) fails when trying to download, unzip and install the
wl_cty files.

This is the same Win7 computer I have commented on in the past that the
only successful way was to log in as ADMIN and then run the Convert app
- otherwise it always failed to download the file. I thought I would
solve the problem but not so

My other Win7 computer, that I use to shadow my contest log and in case
the main radio computer fails, has no problem using either the newer
(v11.32) method or the older "convert" method.

Today, with my usual non=admin user, I can download the wl_cty.zip file
and I find it in c:\User\All Users\Writelog. But when I click on the
Apply Update button I get messages "Failed to unzip wl_cty.dat" and at
other times "Failed to unzip DXCCDOS.DAT".

It is like there was a "write" problem. The Writelog folder in marked
"read only" for its files. But so is the folder on the computer that
works. I can not seem to change the folder privilege even as Admin?

I manually unzip the files into the Writelog folder and see all the
files with a 2/21 date. But WriteLog still says it has the Cape Verde
version, not the Peter 1 Is version. Cape Verde is the last one I went
thru the Admin user to Convert.

Anyone have any ideas as to what to try. What step is not being done
when the files are just manually unzipped into the Writelog Application
Data folder? Where does the version name come from?

Really hate the kludge of restarting the computer to get to the Admin
User and using the old method of Convert for each new Country File
