I've had the exact issue on/off over the last 6 months. My original query
for help is in this WL group. I suspect it's a Microsoft problem, not a
WL... What finally fixed it for me was to (again) tell Windows to reinstall
the telnet client. [Start] [Control Panel] [Programs and Features] and then
use the left side panel [Turn windows features on or off] then let the
pop-up dialog box populate and then click the [Telnet Client] box to ON. I
also turned the [Telnet Server] to ON too. My Telnet was already clicked to
the On position but when I clicked it off and then ON again, the OS seemed
to reinstall something. I also turned the [Simple TCP/IP services] to ON
although that's probably not another related but another OS issue I'm
having. Microsoft patches and updates seem to randomly turn "stuff" off at
times.
This seemed to have fixed my previous telnet issue, with it not working or
working for 3-4 minutes and then disappearing. I've had no problem with
telnet since.
I'm running WL on Win10 and Win7

The telenet connection for spot clusters is not working. Tried several
different clusters.
My internet connection is ok. I am receiving emails.
