[WriteLog] Can't install old version of WL

I am trying to install WL version 11.29 on a new computer. It already has 
V12.32k on it. After entering the (valid) 11.29 registration key, It proceeds a 
bit, then hangs up, telling me "could not update the ini file writelog.ini 
Verify that the file exists and you can access it".

Any advice?
