John,
Rich is right, sounds like you are not driving it hard enough.. I owned one
of those, and provided that you can give it enough drive, then it will put
out what you are expecting.. You might want to check the SWR between the
radio and the amp and maybe either retune the input coil for that band,
and/or use the radio's internal tuner..
