Hi Phil,
That transformer you have is the export model transformer, thus all of the
voltages are a higher than with the original US domestic transformer.
As far as the fuse blowing, it is probably a bad cap or two or some bad
diodes in the doubler circuit.
I don't know about the meter pinning.
