You sure can.
Plug the empty hole with a tissue and drive it with around 25-30W on 40M.
The input VSWR will be off but even a fussy rig should still give sufficient
drive.
If it looks good on 40 then you can try 10 to see if it holds up there.
Tuning will be a little touchy so be careful.
Watch the grid current.
