In virtually all other countries, the 30m power limit is substantively
higher than it is the U.S., Bill.
I do not believe that the Federal Communications Commission really
cares about power levels used by amateur radio operators unless there is
an interference problem to ANOTHER service. Here's why:
In the 1980s, when I was active on the West Coast's 40m 'Combat Zone'
(7250 to 7260 kHz), I often ran 12kW to the antenna when other amateur
radio operators were attemping to censor me by jamming. Whenever anyone
asked me how much power it took to do what they just saw happen with
their S-meter, I told them how much and answered any questions about the
amplifier. This raised a few eyebrows. Some people complained to the
FCC. However, the FCC never inspected my station. OTOH, if the FCC had
been doing its job in the first place, I would have had no need to build
a 'tetrode with handles' amplifier.
In my opinion, some FCC employees who worked in the Livermore Monitoring
Station were entertained by the goings on in the Combat Zone. Here's a
poem by one of them:

THE SPEAKERS WERE QUIET---NOT SO MUCH AS A SPLATTER
THE RECEIVER WAS SET TO THE FREQUENCY WITH CARE
IN HOPES THAT THE CRUSADER SOON WOULD BE THERE
LUNCH WAS IN THE OVEN AND WARMING JUST RIGHT
FINGERS WERE PAUSED PREPARING TO TYPE
THEN ALL OF A SUDDEN THERE AROSE SUCH A CLATTER
I TURNED THE GAIN DOWN TO QUIET THAT CLATTER
MY FINGERS WERE FLYING TO TYPE THE ALERT RIGHT
TO LOCATE THAT SUCKER AND ISSUE A CITE
WITH SMOKE IN THE KICTHEN THE ALERT WENT OUT WELL
AND THE MARKING BEGAN WITH HOPES I COULD TELL
THE BEARINGS WERE TAKEN AND ENTERED WITH CARE
THE IBM TOOK THEM, COMPUTED: SAID WHERE
THE CRUSADER HAD COME AND NOW IT WAS QUIET
MY LUNCH WAS RUINED I GUESS I'LL JUST DIET.

Notes--
--An 'alert' is called when more than one FCC monitoring station is to
listen to a frequency.
--Marking' is the process of synchronizing monitoring of different
signals during an alert by assigning an identifying number to each
signal.
--The 'Crusader' was an outspoken fellow in Las Vegas who was opposed to
a pushy noontime checkin net that operated in Combat Zone
