The voltage on a coax due to an RF signal is a sinusoidal voltage whose
period is 1/F. As with any sinusoid, the voltage of the signal varies
over the course of its cycle. In a situation with a 1:1 VSWR, the peak
voltage and minimum voltage on the standing wave are of equal value.
Notice that VSWR is defined in terms of "peak" and "minimum." If the
voltage didn't vary, how would you have a "peak" and a "minimum" in the
first place?
