[Amps] TS-440S Update

A few weeks ago I increased the supply potential to 16VDC because the 440 
is rated at 12V to 16V.  Some expressed doubt that 16V was safe.  The 
radio still works and it is still producing less IMD.  However, it can 
still be made to produce odious distortion by pumping up the mic. gain. 
-   Mo' ALC-meter indication is seemingly not mo' betta.
