The best Cu wire I know of for rewinding transformers and making HV-RF 
chokes is currently used in electric motor rewinding shops.  I think it's 
called type WL.  It is insulated with silicone-varnish, has a breakdown 
of over 5kVDC between adjacent turns, rated at 180ºC, and it has a low RF 
Diss.factor.  Bring your own spool and a winder since they sell it by the 
pound from large spools.  The coating is difficult to remove by scraping. 
 I use a flame to incinerate the varnish and then remove the residue with 
steel wool.
