Hi Jim,
That might be a good conversion project for a large (1000 watt)
microwave oven transformer.
Saw off the secondary winding & remove the shunts.
Wind say... 10 turns of copper strap (or as many paralleled #12's
as will fit) through the space vacated by the secondary and add
perhaps 25 turns to the primary in the space freed up by the shunts
to reduce the operating flux to a reasonable level.
That should be close. Tweak the primary a few turns to bring it to
voltage under load.
