How do you keep within the ICNIRP limits with high power? They suggest a 
maximum field strength at HF where a piece of ungrounded metal could be touched 
of 30volts/metre maximum. 60 volts/meter maximum if there's no ungrounded metal 
around. I suspect even a 100 watt mobile exceeds that in the near field at HF. 
The physiological effects worked on the basis of the 6 minute integration 
period probably aren't an issue, especially with the duty cycle of SSB or CW, 
but the induced voltage from the antenna near field giving the capability of RF 
burns to someone touching a bit of metal is another matter.
