Shill bidding is a far cry from establishing a reserve that's the same
as or next to your buy it now price. There are valid reasons for buy it
now and reserve closeness but no reason at all for the shills. Shill
bidding is forbidden on Ebay and users caught in the act can have their
accounts frozen or deleted. Always report any shill bidding that you can
identify. Shill bidding by friends is the same as having done it
yourself with the same results. We found and reported two brothers doing
that one time... they both lost their Ebay accounts as a result.

99 times out of 100 I will not bid until the last 15 seconds of an
auction. Many others are doing the same. That's why you see a flurry of
activity at the last minute in many cases.
