The good news is that there's nothing on that bias board (except,
perhaps, a relay) that isn't generic discrete transistors and diodes,
and all can easily be checked with a good VOM. I've done it, and
repaired several that are working five years later.
Schematics at http://audiosystemsgroup.com/publish.htm that can help
with troubleshooting. Same as the manuals, but all on one page so much
easier to follow. I've gone through what you've run into.
Another point. You can pull one tune at a time and run the amp with
only one, at half the drive and half the output. Tuning varies SLIGHTLY
with on tube as compared to two. This can help you figure out if you
have a bad tube.
Also, you can save on fuses by putting a 20A fuse in one socket and a
30A in the other. They are in series, so the 20A will usually blow
first. The only reason for two fuses is certain failures of the power
transformer.
