There isn't anything new here regarding these caps for HV filters : they've 
been used by amateurs for years.  There are several home brew amps around 
here that have used these caps without incidence since I first laid eyes on 
them 16 years ago.  Peter Dahl makes his own version (50-something uF, 5 
KV) and it's been featured in a couple of ARRL Handbook  amplifier 
projects. I used a pair of 100 uF/3600V oil filled caps (in series) in my 
last 4-1000 supply.
