I recall being part of a group analyzing different compression schemes 
and the resultant
picture quality. i.e. Could you see degradation?

This was at SMPTE in late 90's as I recall. One thing coming out of that 
business was
the new engineering term "good enough". That was to apply to picture 
quality.
Even then "broadcast quality" took on lesser meaning.
