Good hunting so far. While you're in there, can you check the PS caps for
leakage on a cap analyzer?
Since you've isolated the problem area external to the RF cage, I would first
look very closely at the blue-colored silicon wire at K3. That lead connects
from the HV select relay to the transformer. The blue lead will have elevated
voltage for the SSB position.
Apart from that, it will take a bit more effort in the PS section on CB-1.
Probably others on the list will have suggestions to augment these suggestions.
