Even so called 'stealth' aircraft can be detected by the reflections from them
of signals such as TV transmitters, cell phone networks and the like. Roke
Manor Research in the UK have done a lot of work on this; some of it has been
published. It does take a lot of computing power, though. The basic premise is
that there is reflection to some extent in some direction, and although a
monostatic radar may not receive any signal, a multi-static radar arrangement
will.
