At least Rich was going the right way.....some years back, a radio club over
here doing 2m contests  wanted to reduce the drive to the amplifier on 2 metres
from the transceiver, so they wound down the supply volts on the transceiver to
about 11.

They were well known for some years for doing this........it did keep the
frequency fairly clear.
