Thanks for the help but I finally found it. Someone had wired the return
from the bias zener to the HV neg and not to the plate current meter so
meter was not in plate current path. The rect board only has about 6 wires
on it and 5 of them were wired wrong. I now have it working and plate/grid
current metering are fine as well as idle current.
Unfortunately the tubes are not 80% so I have to decide if its worth
finishing the repair or just part it out, Has nice Peter Dahl plate
transformer someone might like.
