Page 50 describes the TS-690S VOX "hang time", which is not the same as TX
Delay (Delay between amplifier keying and RF output). I'm not sure what
you are trying to change, but since you posted this to the Amps group, I
assume you are keying amplifier relay and want to make the RF delay longer
to prevent hot-switching.
To key an amplifier with the TS-690S, you have to set Menu 16 (Linear Relay
Keying) to ON. Unlike modern radios, the TS-690S does not seem to
provide any adjustment to increase the TX delay between Linear Amplifier
Relay Keying and actual RF Output.
According to the April 1992 QST Review written by NJ2L (now K2UA) posted
here:

the TS-450S (which has a similar TX circuit to one found in the TS-690S?),
appears to have a fixed TX Delay of about 10 to 12 ms of TX Delay, with
shortening of the keyed element (60 WPM keying 20 ms key down time). See
Fig. 3 in that document.
If your amplifier T/R relay is really slow and requires more delay between
T/R relay closure and RF Input to prevent hot-switching, I recommend
disabling VOX. Key the PTT *Input *of the TS-690S with a footswitch or
logging software or a WinKey that allows you to specify whatever TX Delay
you need before it keys any CW, so that the rig's PTT input is keyed, and
the amplifier T/R relay is closed, much sooner than the RF output.
The TS-690S has multiple PTT inputs, including REMOTE jack Pin 3 ("for
footswtich") and MIC jack Pin 2.
