In regards to motor circuits....Let me stipulate that the FLA of the motor  
can not exceed the rating of the wire, but the CB can be much higher than the  
rating on the wire for that specific motor circuit.  Motors draw several  
times their FLA when they start up.  SO the NEC has made provisions for  this.
