It says "All essential elements". In other words, publishing enough
information to fix a "busted" or incomplete QSO so you can fill out your QSL
card and get credit for a QSO that is questionable is not allowed. This is
why the big dxpeditions allow you to query the log and report minimal
information back. Just enough to see if you are in the log, but not enough
info for you to claim the QSO if the call is busted or you could not hear
the report come back. I see nothing wrong with that and in fact fully
endorse it. Wouldn't it also be against the rules to call the guy on the
phone and ask him what he has in the log to confirm the QSL info with you
before you send a card?
