Banks and financial institutions use high security PKI (longer 
keys than LotW) for the large, inter-institution transfers. 
The login/password system is used ONLY for end users who 
do not know any better.  

Many of the better (more security conscious) institutions are 
moving to proprietary moving password systems in which a special 
device generates a unique password every minute.  The user has 
to have that device and use the correct password in order to 
log in.  

Without the correct device (or an identical device programmed 
with the identical seed and started at the identical time) it 
is not possible to access the account.  

Should ARRL provide similar authentication devices to every 
LotW user?
