I don't think this is a good rule however it is shown in section 6 of the
posted rules.
6 - VALID CONTACTS :
- Are all QSO made between two participants of the contest and confirmed by
cross-checking the received log.
- In the absence of the log of one part, shall be considered participating
stations from competition those whose callsign appear in at least 5 logs
received.

I do not find this anywhere in the rules. ZF is not rare DX, but I guess I
