And it's accreditation that is a logical reason for DXCC to require
that the control point be located within the same DXCC entity as the
transmitter and receiver. A remote operation without need for a
passport, visa, plane ticket or other form of documentation makes the
job of accrediting such an operation more problematical.
Contest committees don't ask for accreditation documentation for
multipliers. If I send in a contest log from VT or RI or ME, no one
asks for gas or toll receipts. So it is different.

Well, if you want to apply the DXCC rules to contesting, then DXCC
defines the location of a station as the location of the transmitter,
not the control point. Seems like a reasonable definition.

That's no different than someone from FCG travelling to Maine and
operating. The station (defined as the transmitter) would be located
outside the circle so if wouldn't count for the club score

DXpeditions do count for club total in ARRL DX. This would be no
different than someone hopping a flight to San Juan and operating the
contest from KP4.

Again, a station with its transmitter in WPA would be outside the NCCC circle.
