2.3.1.3.2.   Band changes are defined so that, for example, a change  from 
20 meters to 40 meters and then back to 20 meters constitutes two band  
changes.

Originally the rule required a M/S to remain on a band for 10 minutes, as  
in CQWW. This did not make for much fun if you went to 10 meters to work 
your LU  multiplier, and then could not work stations elsewhere for 9 minutes. 
 
Some years back it was changed to eliminate the ten minute requirement  and 
allow you to QSY to a different band after working that 10 meter LU.  You 
just can only do three round trips in each clock hour.
 
Since you can't transmit on a second radio, a "multiplier station" is  
pretty much a useless concept in ARRL DX. A second station is still useful for  
filling band maps, making quick band changes, and working those three extra  
multipliers per hour.
