[CQ-Contest] NAQP Rules

I like the QRP Idea, but make it poossible for Multi ops to run either way
also. I know that makes a total of 4 classes now. but would definetly make
it easier for some stations to run, AND you might actually get the QRP guys
involved, hence more participation.
