Under the current CQWW rules, that log snippet looks perfectly legitimate. They 
were CQing on 14099 and doing S&P for the other QSO's. That could have been 
done 
with a single radio, with the bandmap being loaded with DX spots, or it could 
have been done with a second radio, and a lockout to prevent both radios from 
transmitting on the same band at the same time.

I simply don't see a problem here.
